WhatsApp Template Categories: Marketing vs Utility

Quick answer: WhatsApp has three template categories: marketing, utility and authentication. A utility template must be non-promotional, with no promotional or persuasive intent, and either specific to or requested by the user, or essential to them. Mixed content, such as an order update with a promotion, is treated as marketing, and since 9 April 2025 a utility template that Meta judges to be marketing is approved as marketing. Because Meta now charges per message by category, the category you end up in decides what each send costs.

The three categories

Every business-started WhatsApp message outside the 24-hour customer service window has to be an approved message template, and every template belongs to a category. Meta's template guidelines describe the three like this.

The category matters for two reasons. It drives the price, because Meta bills marketing, utility and authentication messages at different per-message rates, and it drives what you are allowed to say. See our guide to service message pricing after 1 October 2026 for the rate side.

What makes a template utility

Marketing is the broad category, so most of the confusion is about utility. According to Meta's guidelines a utility template must pass two tests.

  1. Non-promotional. It must be "non-promotional, not containing any promotional or persuasive intent".
  2. Specific, requested or essential. It must be specific to or requested by the user, or essential or critical to the user, for example for safety.

Two rules catch teams out. First, mixed-content templates, such as an order update that also carries a promotion, are treated as marketing. Second, templates with unclear content, such as a body that is only a variable like {{1}}, are also treated as marketing, because Meta cannot tell what they are for. Authentication is the strictest: only authentication templates may send one-time passcodes, and Meta's rules say URLs, media and emojis are not allowed in them and that parameters are limited to 15 characters.

What happens when you submit

When you create a template, WhatsApp checks the category you chose against the content. The outcomes are:

StatusMeaning
ApprovedWhatsApp agrees with your category and the template can be used
PendingThe category is accepted and the template is under review
RejectedWhatsApp disagrees with the category; the webhook reason is INCORRECT_CATEGORY

One change from 9 April 2025 deserves attention. A utility template that WhatsApp determines should be marketing is no longer sent back for correction, it is approved as marketing. So a utility template with a small promotional line can pass review and then bill at the marketing rate. Check the category shown after approval, not just the status.

If you disagree, you have options: create a new template, edit the category and resubmit, or request a review. Reviews are available for rejected utility or marketing templates, and for approved marketing templates. You can request a category review up to 60 days after creation, or 60 days after a utility-to-marketing change, and appeals go through Business Support Home within 60 days.

Recategorisation after approval

Approval is not permanent. Meta runs a recurring process that looks for approved templates sitting in the wrong category.

The practical lesson is to watch webhooks and the template dashboard. A template that was utility last month can be billed as marketing next month with one day of notice, and a campaign planned on the lower rate will cost more than the budget.

Enforcement for repeated misclassification

Labelling marketing as utility to get a lower rate is the behaviour Meta targets. According to the guidelines, repeated misclassification can lead to escalating restrictions: a warning, rate limiting of utility messages for a minimum of 7 days, recategorisation of utility templates to marketing for 7 days (30 days for repeat violations), and portfolio-wide restrictions for 30 days. These steps affect every number on the portfolio, so one careless template can slow down a team that sends order updates for a living.

Examples

The table gives our reading of how the rules apply. Meta decides on the actual content, so treat it as a guide and test with your own text.

MessageLikely categoryWhy
"Your order #1234 has shipped. Track it here."UtilityFollows a user action, not promotional
"Your order #1234 has shipped. Get 10% off your next order."MarketingMixed content with promotional intent
"Your appointment is tomorrow at 3 pm. Reply 1 to confirm."UtilitySpecific to the user and their booking
"New season collection is here. Shop now."MarketingPromotional, not triggered by the user
"Your verification code is 482913."AuthenticationOne-time passcode; only this category may send it
"{{1}}"MarketingUnclear content is treated as marketing

How to write templates that stay in category

  1. One purpose per template. Keep order updates, reminders and promotions in separate templates, and trigger each from its own event.
  2. Write the trigger into the text. "You asked us to tell you when..." or "Your order..." makes the user action clear.
  3. Remove persuasion from utility. No discount lines, upsells or "don't miss out".
  4. Give variables context. A body made of variables alone looks unclear, so surround them with real words.
  5. Use the right category for codes. Never send one-time passcodes in a marketing or utility template.
  6. Review monthly. Check which category each approved template now has, and compare cost per message with your budget.

Why the category changes your budget

Meta bills each delivered template message at a rate that depends on its category and the recipient's country, so the same text can cost a different amount depending on how it is labelled. We do not quote rates here because they differ by market and Meta updates them; the live numbers are on Meta's pricing page and in our calculator. What matters for planning is the direction of the risk. A team that budgets an order-update flow at the utility rate and then gets recategorised to marketing pays more on every send, and the change can arrive after one day of notice. Build a margin into any flow whose category is borderline, and treat the approved category, not the one you picked, as the one that sets the cost.

A simple monthly routine keeps this under control. Export the list of approved templates with their current category, compare it with last month, and look at any template that moved. For each one, decide whether to rewrite it so it fits utility again, accept marketing and adjust the budget, or retire it. Ask your provider whether category changes trigger an alert, because a webhook notice is much easier to act on than a surprise on the invoice.

Frequently asked questions

What are the WhatsApp template categories?

Marketing, utility and authentication. Marketing covers promotion from awareness to sales, utility follows a user action or request, and authentication sends one-time passcodes to verify identity.

What happens if I submit a promotional template as utility?

Since 9 April 2025, a utility template that WhatsApp determines should be marketing is approved as marketing, so it will bill at the marketing rate. Repeated misclassification can lead to warnings, rate limits and portfolio-wide restrictions.

Can Meta change my template category after approval?

Yes. Meta runs a recurring process to find approved templates in the wrong category. A utility template found to be marketing is normally recategorised with one day of notice, and instantly for businesses already warned for misuse.

Can I send a one-time passcode in a utility template?

No. Meta's rules say marketing and utility templates cannot be used for this purpose. Only authentication templates may send one-time passcodes.

How long do I have to appeal a category decision?

Meta's guidelines say you can request a category review up to 60 days after creation, or 60 days after a utility-to-marketing change. Appeals are made in Business Support Home within 60 days.
